Ms. Bowman has served in a variety of roles during her professional career and the local, state and national level. During her tenure as principal, she led efforts to increase student achievement and as a result, her school was issued the Maryland School Performance Award from the Maryland State Department of Education in 2005, 2006 and 2007. In the fall of 2007, Ms. Bowman began working at the Maryland State Department of Education (MSDE) to develop, manage and implement the state’s alternate and modified assessments for students with disabilities. During her time at the MSDE, provided professional development, training and technical assistance to local schools systems in the area of curriculum, instruction, assessment, accommodations and the implementation of online testing systems for students with disabilities. In 2011, Ms. Bowman served as a Co-Author of a journal article, “Comparison of Paper-Pencil and Online Performances of Students with Learning Disabilities” which was published in the British Educational Research Journal. In 2012, she wrote a chapter in a publication for the United States Department of Education Office of Special Education Programs, which described the process the MSDE used to develop modified assessments for students with disabilities and the impact that instructional opportunities can have on student achievement. Ms. Bowman served in a key leadership role within the Partnership for Assessment of Readiness for College and Careers (PARCC) assessment consortia. In her role with PARCC, she served as the Chaired of the Accessibility, Accommodations and Fairness workgroup and served as a lead writer for the PARCC Accessibility Features and Accommodations Manual. Ms. Bowman also served as the Project Director for various Office of Special Education Program Grants. As Project Director for the Guidelines for Accessibility Assessment (GAAP) grant, she oversaw and managed the development of audio and sign language guidelines for large-scale assessments, which is now used nationally throughout the country. Ms. Bowman serves on various State and national advisory councils and committees to include the National Center for Educational Outcomes, Council for Chief State School Officers Special Education Committee, and an expert panel member for the TIES Center, which is a national technical assistance center supporting inclusive practices and policies for students with significant cognitive disabilities. Most recently, Ms. Bowman wrote a Case-in-Point article in the Journal of Special Education Leadership that focused on supporting the participation of students with disabilities in assessment systems.
